Realizing that the FBI and their by the book tactics may be unsuccessful, the Chinese consul recruits the aid of a loyal Hong Kong inspector to help rescue his kidnapped daughter. Outlawed by the FBI, the inspector must form an unlikely partnership with a cocky, street smart LAPD officer who prefers doing things his own way.

Bomber Terrorist’s (Dennis Hopper) elevator plan backfires, so he rigs a bomb to a LA city bus. The stipulation is: once armed, the bus must stay above 50 mph to keep from exploding. Also if LAPD Officer (Keanu Reeves) tries to unload any passengers off, Payne (Hopper) will detonate it. Joe Morton co-stars as Jack’s (Keanu’s) superior, and Jeff Daniels supports Jack helping him try to defuse the bomb.

While Underdog saves people in distress, the mad scientist and his underling continue their plot to catch him and take over the city. There’s also a girl Jack likes who has a dog that Shoeshine takes a shine to. Will every dog have his day?

In Miami, the professional driver Frank Martin is working temporarily for the Billings family, transporting their son Jack while his driver is on vacation. Mr. Billings is an important member of the government and Mrs. Audrey Billings trusts on Frank, who promises to protect the boy. When Jack is kidnapped by a mercenary hired by the Colombian cartels, Frank faces the criminals and the Miami police force trying to rescue the kid. When the boy returns to his family, Jack discloses the real and lethal intention of the abduction of Jack.

Martin Riggs finally meets his match in the form of Lorna Cole, a beautiful but tough policewoman. Together with Roger Murtaugh, his partner, the three attempt to expose a crooked former policeman and his huge arms racket. The crooked cop (Jack Travis) thwarts them at every turn, mainly by killing anyone who is about to talk, but Murtaugh has personal problems of his own as his family are brought into the equation.
